Position Paper: EU Strategy for the Rights of Persons with Disabilities 2021–2030

Cerebral Palsy Europe contributes to strengthening the EU Disability Strategy

On 6 February 2026, Cerebral Palsy Europe submitted its contribution to the European Commission in the context of the update of the EU Strategy for the Rights of Persons with Disabilities 2021–2030 for the remaining implementation period until 2030.

Cerebral Palsy Europe considers that this review should serve as an effective instrument for implementing the United Nations Convention on the Rights of Persons with Disabilities, ensuring that no person with disabilities — in particular those with complex and high support needs, including many persons with cerebral palsy — is left behind.

Among the priorities highlighted are sustainable community-based alternatives to institutional care, strengthened access to skilled employment and inclusive higher education, guaranteed portability of personal assistance in the context of freedom of movement, and the systematic integration of accessibility across housing, digitalisation and EU funding policies.

Cerebral Palsy Europe also underlines the importance of reducing disparities between Member States in access to personal assistance, increasing investment in health, rehabilitation and cerebral palsy research, and ensuring the adoption of concrete, measurable and time-bound actions for the period 2025–2030.

Cerebral Palsy Europe reaffirms its readiness to cooperate with the European Commission in translating these priorities into operational, rights-based measures that promote equality, autonomy and the full participation of persons with cerebral palsy across the European Union.
