Voice4All.eu
Voice4All.eu empowers persons with disabilities to shape the future of Europe.
Building on Vote4All.eu, the project goes beyond the right to vote to focus on how EU policies are made—and how citizens with disabilities can influence them. Grounded in the Manifesto for Cerebral Palsy, it brings together participants from across Europe to explore key policy areas that impact everyday life.
Through a mix of webinars, workshops, and exchanges with experts and policymakers, participants gain the skills, knowledge, and tools to engage in decision-making at all levels. The journey culminates in a final conference in Brussels, turning shared insights into concrete recommendations for more inclusive EU policies.
Why it matters?
EU decision-making can feel out of reach—especially for persons with disabilities facing additional barriers to access, information, and support. Voice4All.eu bridges this gap by building the knowledge, skills, and confidence needed to engage effectively at local, national, and EU levels.
Focusing on five key areas—education, research, mobility, employment, and independent living—the project helps participants navigate systems, understand responsibilities, and use practical tools to influence policy and drive change.

Driving change in communities: bold solutions for independent living and supported accommodation in Ukraine and beyond
Kyiv, Ukraine – 18-20 April 2027
By the end of this workshop you will be able to:
- Grasp what independent living truly means in practice across the EU and Ukraine
- Identify the most pressing barriers to community-based support
- Learn from real-life models, services, and lived experiences
- Turn proven approaches into practical solutions for your context
- Co-create concrete actions to strengthen independent living services
N.B. If the ongoing conflict prevents this event taking place as planned in Ukraine, it will take place on the same dates at a location in Poland.

Voice4All.eu: From Lived Experience to EU Impact — Co-creating the Future of Inclusive Policies
Bringing together voices from across Europe, the final Voice4All.eu conference will transform two years of learning, exchange, and co-creation into a bold, collective vision for inclusive EU policymaking. Participants—persons with disabilities, policymakers, practitioners, and advocates—will move beyond discussion to actively shape solutions, drawing on concrete tools, lived experience, and cross-sector insights developed throughout the project. The conference will serve as a bridge between citizens and decision-makers, ensuring that participation leads to tangible influence on future Union priorities.
Objectives
- Showcase key lessons and toolkits developed across five core policy areas: education, research, mobility, employment, and independent living
- Facilitate direct dialogue between persons with disabilities and EU policymakers
- Translate project insights into concrete, actionable policy recommendations
- Strengthen a European community of engaged and empowered citizens with disabilities
- Define a sustainable roadmap for continued participation and collaboration beyond the project
Expected outcomes
- A set of clear, participant-driven policy recommendations for EU and national stakeholders
- Increased confidence and capacity among participants to engage in democratic processes
- Practical, scalable tools supporting participation and advocacy across Europe
- Stronger connections between civil society, institutions, and individuals with lived experience
- A shared commitment to continue advancing inclusive policies and democratic participation beyond Voice4All.eu

The number of places in the in-person study visits is limited and subject to an application process. Participants will receive a significant contribution towards their travel and accommodation costs.
